Part of the problem is a lack of dental care as well. In some areas it is impossible for a National Health patient to get on to a dentist's list and, when a new practice opens up there are long queues to sign up. There isn't, also, quite the awareness of dental hygene that might be seen in other countries - flossing isn't a practice that seems to be common - although I think that this is changing.
