It could be argued that the East Devon District Council is trying to stop it. They've cut their annual grant to the festival from £60,000 last year to nothing this year.

And if they read all the nonsense and vitriol from supposed-supporters of the festival elsewhere on mudcat then they'd probably offer even less than zero!
