It looks genuine enough to me. It reads to me as if he has got hold of some "key phrases" and has strung them together in haphazard fashion without having a clue as to what he is talking about.

And that's probably exactly how it happened, too. Bush gets his "talking points" fed to him by Carl Rove (or someone like him) through an earpiece.
