I don't see any connection between this and The Black Velvet Band, Joe. It's quite a different story.

I'd imagine eyes shining/sparkling like diamonds is quite common. Willie Moore is one I sing with the lines:

Her eyes they shone like diamonds bright
And raven black was her hair.
