The corrupt "new policeman" (frequently characterised, particularly in the USA, as a venal Irishman) was a standing joke through most of the 19th century. The broadside song quoted earlier (not really related to the subject of this thread, but made on the same lines) is, I think, an Americanisation of an English music hall piece. Copies also at Bodleian.
