There is nothing on the Black Dyke website about doing the theme for Fred Dibnah's programme, but it is their 150th anniversary this year.

If it was a BBC programme (I don't remember watching it.. afraid I'm not one of his biggest fans), then an Email to the BBC might bring you some joy.... they're pretty good at that sort of query.
