One of the three main characteristics of a fascist government is suppression of any opposition. That's what's going on here. Approval of 95% of Bush's nominations is not enough because the remaining 5% represent some form of opposition by the democratic party. That's why there can be no compromise.

By the way, the other two main characteristics are a constant state of war in order to instill fear in the people thus allowing all sorts of special powers to be excercised and the main sources of power (government, the military, the church, big corporations) cooperating to consolidate their power.
