It's the current administration not respecting the traditions of congress. It's not theat the rules have changed, but there are unwritten ones that are being ignored. We have the same problem in the UK.
Take your upper house, appoint as many of your people to it, for life, as the current Prime Minister wants, without any confirmation hearings or such like. How's that for the mother of Parliments?
