As far as I know Adenauer (chancellor) and Heuss (president) agreed that the song should be the national anthem, but only the third verse would be sung for official occasions.
As Wolfgang stated the first verse was - and is - misinterpreted as being nationalist while the second one is a little to kitschy IMHO.
