Perhaps the problem isn't a matter of water level, or even the droopiness of H's nutsack. Perhaps H just doesn't have enough ass (arse) to keep his equipment sufficiently elevated. Most toilet seats are of roughly the same diameter, but the sizes of the asses which are placed upon them vary widely. A large steak-and-potatoes-size ass sits firmly upon the seat while a skinny little bean-sprouts-and-tofu ass misses the seat entirely. Obviously, if one's ass is insufficiently supported and, thusly, hanging down into the water, one's balls have no option but to hang there as well.
