According to the WSJ, as I recall, some factors appear to be resentment of "Brussels" dictating policy in quite a few areas, fear of being priced out of the market by being forced to let cheaper goods in from new EU members, and a desire to "send Chirac a message" about unhappiness with a high rate of unemployment.
