I've also read in the WSJ that China is making big inroads in places like Africa--by being willing to step and fund or build projects in where western powers, for human rights reasons etc. are not willing--e.g. the Sudan, Eritrea etc. This gives them the inside track on mineral wealth, oil etc. in those places.
