And it is illegal to drive whilst on the phone (unless it's a hands-free system) here in the UK. It's driving without due care and attention and has been the major factor in several huge crashes where people died. One chap tried to deny it, but was sort of hung out to dry when the phone company came up with a timed, recorded message which terminated with the phrase 'oh shit I've hit something'.....
