I think they would have problems trying to sell anything that might be built on that site. I work at the large bulding that overlooks the site from the top corner of the bypass (Chippenham Court) and have a good view of the site which floods very regularly every winter. The site is owned by the Borough Lands Charity, for the good of the people of Chippenham. I'll try to discover whether there are any plans for alternative use.
