I was going to comment that a very bad book that keeps popping up on the sale tables at Barnes and Borders relates to the "mysteries of pi" and cites some 30 separate instances in which legislatures have proposed requiring that pi be exactly 3. So far as I recall none of the bills passed.
Surprisingly, I don't think that Kansas is included in the list, although I wouldn't be surprised if it had happened here.

From recent - and historical evidence - it would seem that literacy is not a requirement for being a member of a Kansas School Board -- or of the Kansas Legislature.
