I tend to doubt that he forgot about it, Metchosin. I feel fairly confident that he simply has never heard of it. I know I don't recall ever hearing of it, and I consider myself a human rights activist. I suspect that the people who are responsible for passing that sort of information on to the US public probably thought it was a "damned" inconvenient little document as well, and "forgot" to make sure we all knew about it.
