ER.... technically, if it's in a skip, it's stealing... Like going through things at the dump, if you don't have the licence or permission of the dump owner, it's stealing if you take anything away.
Unless it was a melodeon with a banjo through the bellows in which case I'm sure no one will complain on the proviso that you do not attempt to repair or play said instruments!!!
