They're NOT going, as of 1:39 two days ago. Briggs just forgot to add his name to "GUEST." So we can quit encouraging them to throw caution to the winds.

I would certainly hope that, even if they don't get a full refund, the tour company or travel agency or whatever can offer them some kind of trade-out, like a discounted trip to an alternate destination.

Reading between the lines, I would guess that this was the 13-year-old's decision, or at least a joint decision in which the kid participated. If so, I'm sure it's the right thing to do ~ why embark on a trip during which you'll be constantly uncomfortable?
