Not quite.
The one with the most correct answers wins. If there is a tie at that point, then the one with the fewest passes wins.

This is a great system for a 'decider', as, if you pass, you get the next question. If you give a wrong answer, you get the correct answer, then the next question.
This means that 'passing' gives you more time, to answer a greater number of questions. Giving a deliberate wrong answer reduces your time, but increases your chance if scores are tied.
