My favorite song about New Orleans is Tom Waits "I Wish I was in New Orleans (Ninth Ward".   Probably the most evocative of all the songs.

Unfortunately, I don't think any of these songs would be in good taste to play on the radio at this moment. I think songs of hope and help are more appropriate.
