There are many councils who actually send you a copy of the photo taken as evidence of your 'crime'. I got photographed driving in a bus lane before time - it had been extended by an hour since I'd last driven down that road, I hadn't noticed this and paid up accordingly - the photo was very clear and I was immediately identifiable from it, even though it was the back of my head.
There are actually three speeds on most of our roads. There's the legal speed, the sensible speed, and the one you get forced to do by the main body of the traffic. Driving slowly (or carefully) can be just as dangerous as driving too fast, especially when you get some stupid nurk tailgating you for not going with the majority of the flow.
The only way to avoid paying these 'stealth taxes' is not to break the law in the first place.
And I think the limit on fuel prices was only for business purposes, not the domestic user, and for diesel rather than petrol.
