Having looked closely at the picture of the one sold on Ebay, it looks like it's an aluminium pole attached to a square stand with a cross in it, the pole coming upright from the centre of the cross. This has then been topped with a headpiece which seems to be independant - i.e., it swivels. It's a circle or wheel with a number of hooks on it (for the ribbons to tie to) and a crown above that. They appear to have been made out of pipes.

I reckon that with a little help from a welder and a couple of trips to your local DIY superstore or plumbers yard, you could probably knock one up yourself.
