And that's part of the problem, Kimchee. When things run smoothly, and people know what they're doing, the chain of command works as it should. Unfortunately, when something like this happens, there isn't time for requests for aide to go through all the channels and all the people in the chain. Someone needs to be able to make the decisions and say, "This is what needs to happen." The president is pinpointed as that man because of his position. In reality, he's not that man because he has to rely on all the consultants and advisors, etc, that make up his "team". Bureaucratic red tape has cost lives and whole hell of a lot of money...
