Saïd K Aburish, a former government Minister under Saddam Hussein, has written several books, one of them "Saddam Hussein, The Politics of Revenge" published by Bloomsbury in 2000. Pages 136 - 138 describe how in 1975 the US Government knowingly helped Iraq obtain the technology to build its first chemical warfare plant. The author was involved in these negotiations, and documents meetings, officials and companies involved. He explains how in 1974, an Iraqi delegation "led by Dr Mohammed Al Shukri of the Iraqi Ministry of Industry, but operating under the cover of representatives of the Ministry of Agriculture, visited Pfaulder Corporation of Rochester, New York, a specialist in chemical plant manufacture."

He goes on to describe the tooing and froing between Iraq and the US that led to the US passing on to the Iraqi government blueprints for their first chemical weapons plant. The author cites letters, and documents which involved both the US government and MI5.
the book also documents co-operation between the Baath Party and the CIA.
