A Google search today for "Bhopal Carbide accident" yields 41,100 hits, compared to only 18,200 for "Bhopal Carbide sabotage."

Not convincing. One gets even more hits with replacing 'accident' by 'disaster'. A specific theory about the cause of something is to be expected to be mentioned on fewer sites than those that are only descriptive. You'd get a similar result with introducing 'maintenance' (another possible cause) into the search.
