But, as Bill, says, snow in DC is often close to the freezing mark, therefore very slick, and virtually always wet, often turning to ice on the road. If people can't see the snow or ice, they don't allow for it on the road--not smart. My theory is that if the snow were drier, DC drivers would do better. But it's just a theory.
