Is the freedom to express your view in the manner you chose to - a privilege or a right?

Whatever you may think it to be - perhaps you may agree that along with this prililege or right comes a responsibility?

And that anyone who would feel themselves qualified to suppress the privilige or right of another to express themselves - also has a responsibility?
