There are many and increasing laws. Most are well-intentioned but in practice and for many reasons - some are difficult if not impossible to enforce. And in certain circumstances attempts to enforce the letter of the law - would not only be futile they would be positively dangerous.

It could be argued that more laws just create more criminals. That does not seem to stop more and more being created. The well-intentioned judgement that 'there ought be a law against it' does not mean that such a law is helpful.

And the chances are that there may already be a law against it.............
