I don't find any toolbar (brief look) that has all of the buttons described, but the most general agreement with the original list doesn't match my IE toolbars. In later versions of Windows the buttons you cited do appear on numerous toolbars other than in IE.

Several icons appear in the "Startup" end of the bottom task bar. (That's the part sometimes called the "System Tray" section.) Others may appear and anything can be added to the "Start Bar" at the left end of the lower toolbar. If you turn off the Lock Toolbars, you can drag the bottom toolbar to the right side (and reset "Lock Toolbars"), add any programs you want by putting a shortcut to them in the Programs\Start (exact name varies a bit) folder. You may be able to change icon size in Control Panel|Display.

Chosing one of the "new" layouts may also offer possibilities, but I consider them mostly obscene so I use Classic View.

There are "desk organizers" that offer some additional options. There may be one in the "Power Toys" set, but I haven't been interested enough to look.
