Many years ago a friend worked in the Washington Bureau of the NY Times. The books were in strict DDC order, and the reporters couldn't find a damned thing. One of them, a very well known reporter of the time who covered labor issues, complained to Bill. Bill put the collection in usable order -- e.g., labor leaders were filed with labor issues and labor history -- took the guy to the shelves, and told him, "Here. This is YOUR area." The man was so grateful that he praised Bill to higher-ups and Bill got a pretty good raise out of it.
Now, more than 40 years later, DDC says to classify nonfiction that way.... Libraries move slowly, but they grind on and eventually figure it out.
