Problem is, we don't know what's under the paneling. Some of it appears to have been glued(!) directly to the concrete foundation and some seems to have been nailed and screwed to lathing or studs. Pulling the paneling off the concrete could be a "mushroom factor" of the sort that gets expensive in a hurry.

Like a lot of things around here, when it was done it was done -- maybe not right, but done.
