Like many bureaucracies, they simply do not LIKE items that don't fit pre-determined categories, and 'transient hotel' was the closest that could come up with! This house slips between the cracks and will need a variance. I strongly suspect that it will NOT go as far as the Supreme Court, will eventually be permitted as a 'special case'...if Bikur Cholim doesn't push it as discrimination! A smiling, insistent request for a reasonable variance ought to do it.
