Yankee Clipper is a very commonly recommended one...free & pay versions.

http://www.mlin.net/Clipomatic.shtml is just free..from a guy who just like to give stuff away.

CLCL is also interesting...

MultiClipboard is pretty good.....and free...

but the one I think in the 'best' is not free...if you want highly configurable, try ClipMate ....
