You might try posting a query at Make 'Em Laugh! (monologues.co.uk). They specialize in humorous monologues/recitations, mainly British. I've already searched their current holdings. They only have one poem that mentions "golf" and it doesn't seem to be the one you want.

You might also try to find out if the radio station, or the community where it is located, has a message board where you can post a query. Maybe a local newspaper has a web site with a message board.
