I just talked to Dick. From what I could make out (ya know how Dick gets after a few), that the "accident" was actually a premptive strike on Avian Bird Flu. It appeared that the quail may have transmitted the deadly virus to humans, causing the victim to act irrationally. Of course, Dick had no choice but to act decisively, and unilateraly, and quarantine it.
