It's not hard to be civil to a stranger in the street. I find it's the older generation that respect this more than the youth of today. When I was growing up we were always told to refer to neighbours as, Mr. or Mrs. I would of got hammered if I said hello and called them by their first name. Sadly respect is another thing that is dying.
