"...the shape of things to come" is a reference from the 1960's move Wild in the Streets which dealt with the youth vote issue in a strange way.

A 22 year old rock star, who sings the quoted lyric, becomes a senator then lobbies congress to reduce the voting age to 14. The upshot is, everybody over 30 gets shipped off to LaLaLand.
