Depends. If one looks at situations where men and women are found to be wearing identical garments and are compared then you might find the answer is "no." In that they can both look good (though it isn't reasonable to ask if *all* of any particular group can meet such a standard.) I'm thinking in particular of the local UPS (United Parcel Service) drivers. They wear shorts a lot of the time, are always running, and always seem to be in great shape. All of their drivers seem to be equally attractive to look at in their brown shorts, male or female.
