Well, I think the idea is, voting is supposed to give the teenage boys the illusion that they have something to say about whether they go to war or not...

Perhaps a better idea would be to let kids be kids and not allow them to vote until they're 21, and follow Malvina's suggestion and send the Gentlemen of Distinction to the Army.
