The fact that you can see any kind of analogy between post-Tito Yugoslavia and a hypothetical Scottish secession from the UK suggests that, as I suspected, you have no concept of the tensions and indeed hatreds that had built up in the western Balkans over many generations.

The truth and reconciliation process in South Africa has had many flaws and many critics, but I've seen no convincing arguments in this thread that the ICTY comes close as an effective response to the crimes of entire regimes.
