If you can make the case for a strong connection, you can usually get away with blurring boundaries at regional conferences. For example, if you did a paper or presentation about the cattle drives that started in Texas and went into Colorado or Wyoming, then you have the hook you need. Songs that describe work or commerce and that are applicable in different regions may not fall totally in the one this conference covers, but would certainly be worthy of consideration.

Before posting this I searched at Texas A&M in the general calendar and the English department in particular and could find no web page for this event, probably because it's so far out. You can visit http://www.tamu.edu later on and see if something has been put up.
