Drivers hours regulations are imposed by the common market, and therefore the people doing the deliveries have no leeway. If people would drop their objections to night time lorry movements in built up areas, then many of these deliveries could be done at night when the roads are quiet.
Margaret Thatcher had nothing to do with the imposition of these rules.
