I don't know about April Fools' jokes, but this sequence was told to me as fact:

An astronomer in a college town had a parking lot at his little observatory. Couples tended to use it as a lovers' lane, so one day, the college authorities chained off the lot, without telling the professor.

So he cut the chain. In a day or so, again without consulting with him, they used a bigger chain. He got a bigger bolt-cutter to remove it. Another, bigger, chain got the same treatment.

When they sent a crew to put in a gate, the professor got on the phone to the campus police. "There's a bunch of fraternity boys, dressed as campus maintenance men, blocking access to a campus parking lot."

Then, a few minutes later, he called the city police: "There's a bunch of fraternity boys, dressed as campus police, interfering with a campus work crew."

Then he sat back to watch the fun.
