No, more people in the US and Canada may be killed by drunk drivers than by terrorists, but I'd wager car bombs and suicide bombers are a larger problem elsewhere...contrary to popular belief we are not the center of the universe...
I'm not condoning the behavior and would never do it myself, but IMHO it is a far greater problem with their immigration policies than there is with someone just visiting and paying again and again for something stupid that was done over 2 decades ago
