Since you have only the word of the teller that it is a government policy, perhaps you should check the validity of the teller's statement BEFORE blaming "W"

Hundreds are not tracked, restricted, or in any way bringing the full weight of the legal system down hard upon the bearer. Larger bills are, as stated above, but that is from LONG before either Bush administration.
