As a follow up I went into a different branch of The Bank of New York today to make a deposit. This one was in New City and the other one was in Monsey. I told the teller about my experiences with the other bank on Friday. He said yes, there is a Homeland Security regulation on the books that requires social security and photo ID for changing $100 bills, but that his branch manager chooses not to enforce it. His exact words were "Just because we have an idiot sitting in the White House does not mean that we all have to become idiots as well." He told me that the manager of the Monsey branch where I had the problem happens to be of Pakistani extraction and chooses to do everything by the books just to cover his posterior. I can accept that explanation.
