Does that mean 10%? Seeing how many shoplifters there are, that's a lot.
Does that mean 20%? That's more, but is it "a lot"?
50%? Now if you said 50%, that would not only be "a lot", but it would probably be significant.
Even 1% is a lot of shoplifters.
If you gave SOME measure it would be helpful. "Most"? "Nearly all"? The preponderance"? "A larger proportion than their presence in the population"? Those might mean something.
But "a lot"? No. Completely meaningless. Merely designed to have something to hit Tarheel over the head with.
