The story I heard was that IBM put it to tender internally. The Computer Science people tendered, but were undercut by the Data Processing side (Don't know the real names of the departments)

In fact they went so far over their estimate that they nearly bankrupted IBM, and left them with the mess that they still have in MVS, instead of a real OS.
