Well, scanning in folk songs is often flexible depending on the tune, where the singer slurs or drops syllables and so forth.

But if I were tinkering with another's song, which I usually am loth to do, and if it were this one, which of course I could not improve, but if I were I might think about:

Rearranging past life trials
Decreed by heartless mamas.

And maybe, something like...

chests of silken dowry (...)
A neon-lit Las Vegas club
Was their brazen marriage bowery.

Something like that...household is usally emphasized on the first syllable...just a quick trial at it.
