Do you remember an old SF short story (written about the 1950s) about the policeman who was trying to find out why people would just start randomly killing people in public - I won't post the spoiler. Can't remember the author either, but I am sure he was one who became 'one of the big names'.

To help you identify the story, there were mention of things like women having needle guns implanted in their breasts, etc...
